Shirley is a leading expert in education, public sector and institutional reform in developing countries and in gender mainstreaming and human rights for women, and has provided specialist technical assistance to governments in the Asia Pacific region and in Africa for the past 16 years. She is the founding director of the Centre for Gender, Culture and Development Studies at the Kigali Institute of Education in Rwanda, East Africa. In 2010, she was decorated as an Officer of the Order of Australia for distinguished service to international relations, particularly through the promotion of human rights of women and through public-sector reform in developing countries. In 2012, she was honoured as one of the 10 global Inaugural Australian Women of Influence; and by Zonta International as their 2012 International Honorary Member. In 2010, she organised an international conference on “Women’s Empowerment through Community-Based Tourism and Cultural Exchange; Chances and Challenges of Grassroots Development Projects”. She leads Rwanda Friendship Tours for members of the Virginia Gildersleeve International Fund and the International Federation of University Women. She is patron of the Australian Centre for Leadership for Women and a board member of the New York-based Virginia Gildersleeve International Fund and Women’s Hub International.
